Just this week, Secretary Puno revealed the government’s new strategy against the insurgents. He called this the 3-pronged approach against insurgency, and considered this as a new policy direction. The new policy calls for three components. These components are enforcement, negotiation and rehabilitation. He said that this new policy will be used by the Armed Forces and the Philippine National Police in arresting the elements of the Moro Islamic Liberation front and other members of insurgency groups like the NPA. This new policy direction according to Puno was discussed together with the secretary of National Defense and this is what they have recommended to the president.
For the first component- the enforcement approach- the Armed Forces of the Philippines will deputize policemen in order to assist in the efforts of the military. This means that the deputized policemen will be given the military powers to arrest suspected rebels without having to violate the human rights of the suspects. Based on the law, the policemen can legally arrest a person provided that the arrested person will not be detained for more than 36 hours.
Under the negotiation component of the new approach, a new task group was formed. And this group has the responsibility to always keep the communications line open and also part of the task group is to look for ways on how to end the fighting and North Cotabato and Lanao del Norte. And for the last component of the new policy, Puno cited the need for resettlement. This resettlement is for the displaced civilians due to the conflict and this component will also calls for the rehabilitation of the conflict areas. This is also the part where other agencies will be called upon to act, like the Department of Social Welfare and Development. As a testament to the government’s commitment to the rehabilitation component, there are now evacuation centers that have been set up in the city of Ozamiz and in some towns of North Cotabato and Lanao del Norte. These evacuation centers are expected to temporarily accommodate thousands of displaced families. These families were displaced due to the conflicts between the government and the MILF.
