When Secretary Puno filed for a two-week leave and left for the United States, a number of observers and political figures offered their very own take why the secretary made the sudden decision. And when it was known that Department of Public Works and Highways Secretary Hermogenes Ebdane was named as the OIC of the department, the wild talks grew.

According to these reports, the takeover by officials will then be the support needed by the President in order to implement an emergency rule.
But all these talks were proven false and baseless when Puno returned this week from the United States.
